Correctly display HTML entities in event log (#4566) 
This changes the event log to use a partial for the log message which double-encodes the data. When using formatted view in the log viewer widget, the HTML entites are allowed by decoding back a step. When in raw view, the HTML entities are kept double-encoded.

Fixes #4558.

Trigger "change" event when time picker is changed 
This allows dependent fields (ie. dependsOn) to trigger correctly when a time field, or the time part of a datetime field, is changed.

- Allow minimum or maximum to be unspecified, meaning you want everything up to maximum, or everything above minimum.
- Allow for zero values to work
- Tweak display of infinite values

Luke Towers 70107c6376 Initial WIP on implementing dependsOn support for filter scopes. 
Still need to resolve an issue where if the slave filter has values set when the master filter updates, thus triggering a change of the available options to the slave, the original values are still set on the slave but not actually visible in the popup as options because they're no longer valid options. To fix this we'll need the ability to get the browser to refresh the slave filter's selected values (count icon basically since it already forces the options popup to refresh) when its masters update; while at the same rechecking the slave's scope values set on the server to ensure that they're all valid and there aren't values left over from the previous request that are no longer valid but are still being applied to the query.

Samuel Georges 63f65a3f25 Add XSRF to backend, simplify CMS controller run() method 
runInternal has been removed because we do not want to blanket our response logic over every single response, only the happy path. This is because it is impossible to remove. So it is better to take the inverted approach, where if you want the CMS' headers in your custom response, add them yourself. This becomes easy via the new makeResponse() method

Allow decompiled Backend JS assets (#4549) 
This change will allow the individual JS assets that are compiled into a full compilation file to be loaded individually instead, allowing the developer to see their changes immediately. It introduces a new configuration variable, `cms.decompileBackendAssets`, that controls this functionality. By default, it is false and not tied to the debug value, requiring it to be explicitly enabled.

- Added WAI-ARIA to the layout templates files.
- Added Focus-ring polyfill to allow better keyboard navigation and screen reader support.
- Added WAI-ARIA to tabs and created keyboard arrow controls for tabs.
- Added event.key polyfill to allow removal of deprecated event.keyCode, event.charCode and event.which.
- Fixed all the whitespace, tabbing and indent issues with all the lang files.
- Keyboard navigation now allows the following key actions: Tab, Up Arrow, Down Arrow, Left Arrow, Right Arrow, Home and End buttons.

Fix error when $user is null 
I have no idea why the $user variable can ever be null in the first place, but for me it happens if I remove all main menu items (including the settings). The same check is already in place at the navigation manager: https://github.com/octobercms/october/blob/master/modules/backend/classes/NavigationManager.php#L509-L511
The change shouldn't brake anything.

Ben Thomson 19846037f8 Hide popup loading indicator if an error/flash is thrown from an AJAX handler (#4364)

When using the popup widget with an AJAX handler, a loading indicator appears whilst the AJAX handler is being run. If an exception or error occurs at this point in time, the exception is shown, but neither the loading indicator nor the backdrop are removed as the popup is technically not 'open' at this stage. This fix should resolve this by tracking the loading state of the popup and removing the backdrop and loading indicator if needed.

Due to CloudFlare Rocket Loader, CF will automatically try to optimize page loading speed by changing script type attribute. This breaks the script execution order and makes the user unable to upload the file(s) in the backend using "FileUpload" widget.

However, [CloudFlare allows adding "data-cfasync"](https://support.cloudflare.com/hc/en-us/articles/200169436-How-can-I-have-Rocket-Loader-ignore-specific-JavaScripts-) to prevent this. And it was used in the [commit #3841](https://github.com/octobercms/october/pull/3841/files).

Changed filter.js to fire its internal AJAX requests on the control's element instead of the closest form element. Previous behavior would fire the requests on a non-existant form element (as filter widgets are typically not located within a form element) and it looks like that was copy-paste oversight from the inspector javascript that the filter was originally based on. Teranode 7c919e01bc Fix hide event firing twice (#3898) 
The setTimeout fires after the modal already hides so it ends up firing twice which causes an error because the element is no longer there:

Tobias Kündig bfd726f173 Fix filter popovers in modals (#3844) 
Since popovers and modals currently share the same z-index (600) a popover that gets created for a filter inside a modal is invisible. It is hidden below the modal. This commit adds a check to see if a filter is created from within a modal window. If yes, the popover will be added to the modal container. Otherwise the default container value `false` is used. Luke Towers 5e877ea2ba Use a public property for the cache key for settings models that cache rendered CSS 
This enables developers to modify what the cache key is for a given instance of a settings model so that they can do things like load user dependent settings values and have those values affect the rendered CSS. Previously the key being static across all instances of a given setting model would prevent that from being feasible without clearing the cache for every request.
