This is an improved version of the current access denied (403) page based on the built-in not found (404) page.
Shows a link to the CMS backend if the user is logged in and doesn't have permissions for the backend page it's trying to access, but does have permissions for the CMS backend.

The `{% component %} tag now supports passing parameters that override the component properties when they are rendered.
Calling `addJs()` and `addCss()` in components without a starting slash (/) will now reference the component directory, instead of the theme.

Moved hard-coded text in "backend" and "system" to the language files
(English and Dutch). Affected pages: administrator management,
administrator group management, system updates, system settings, email
settings. Also made some strings more generic for general use (like
"Saving...." instead of "Saving administrator account...")

Add $attributes param to asset function
...
This commit adds a second parameter $attributes to the following functions:
- AssetMaker::addJs
- AssetMaker::addCss
- AssetMaker::addRss
This is useful when dealing with javascript libraries like require.js, which depend on these HTML attributes to function properly.
It does not break the existing code!
