When 500 options or more are presented in a group filter, PHP `max_input_vars` limits may prevent the filter from working. This fix passes selected options through as a JSON string to get around the limits.
Tested #4867 but it broke the use of pressing TAB after entering a tag to lock it in. This seems to retain that functionality and yet still fix the issue

- Allow minimum or maximum to be unspecified, meaning you want everything up to maximum, or everything above minimum.
- Allow for zero values to work
- Tweak display of infinite values

The keydown/keyup/input events were not working correctly. Also the $cb selector was not specific enough and was picking up on the hidden input used to define the default state.

When using the popup widget with an AJAX handler, a loading indicator appears whilst the AJAX handler is being run. If an exception or error occurs at this point in time, the exception is shown, but neither the loading indicator nor the backdrop are removed as the popup is technically not 'open' at this stage. This fix should resolve this by tracking the loading state of the popup and removing the backdrop and loading indicator if needed.
Since popovers and modals currently share the same z-index (600) a popover that gets created for a filter inside a modal is invisible. It is hidden below the modal. This commit adds a check to see if a filter is created from within a modal window. If yes, the popover will be added to the modal container. Otherwise the default container value `false` is used.
